Asphalt Paving
E. W. Muller enjoys the reputation as one of the premier asphalt pavers in the Hampton Roads area. The owner of the company, Robert W. Locher, “cut his teeth” in the construction business working with the asphalt crew as a teenager in high school. He learned the business, literally speaking, “from the ground up”.
Mr. Locher continues to oversee each paving job that we do. Our company has the capability to meet almost any asphalt paving need. Our paving projects consist of many different types, including, but are not limited to: streets, parking lots, tennis courts, driveways and golf cart paths. If it can be paved with asphalt, we can usually, expertly, do it.

Utilities
Our company has the capability of installing sanitary sewer, storm sewer, and water mains of all sizes. We install sanitary sewers, from shallow service laterals up to twenty feet (20’) deep trunk lines.This installation includes sanitary manholes, cleanouts and provides the necessary testing to complete a new system.
We install reinforced concrete storm sewer mains, up to eight-nine feet (8-9’) in diameter, along with manholes and drainage structures of all sizes and depths.
Our waterline crew is Newport News Waterworks certified. We install water mains ranging from two inch (2”) PVC to forty-two inch (42”) ductile iron pipe. Our company has the capability to make, four-inch to twelve-inch (4-12”), taps onto existing water mains and to install complete systems that meet required Newport News Waterworks specifications.
